Turnout has been very low so far today, said Jan Kelly, director of the Montgomery County Board of Elections. As of 10 a.m. turnout at Kettering Fairmont has been about 2 percent, .003 percent at Immaculate Conception Church in Dayton and 4 percent in Oakwood.
Turnout was expected to be low, Kelly said. The last special election in May 2017 had a 9 percent turnout by the end of the day in Montgomery County.
Voting is expected to pick up during the lunch hour and after people are off work, Kelly said.
